I recently bought a 91 LS 400. Car is sweet with a couple of quirks such as the speedometer and rpm gauge doesn't work, but the fuel gauge does. Is this a relay or a computer ?

It wont be a computer. Too old to be a computer, even in a Lexus. I would inspect the speed sensor operation if the odometer does not work as well. You may have to have a technician take a look at that. As far as the tachometer goes, the circuit that controls that may have a open or be faulty. Something else a technician may have to properly diagnose. I looked it up in alldata quickly, and those are two quick options. With more info I may be able to help you more
