I have an 89 camaro I've changed the fuel pump fuse, filter, & fuel pump. Pump is not kicking on, sometimes it will & when I cut the car off it won't start anymore. Help please!

Yes I did replace the relay as well. Strange thing is.. Sometimes it'll start I heard the fuel pump kick in & it started right up.. Let it run for a while.. Turned it off then the same thing, pump doesn't kick on & it won't start.
