Why won't the bolts tighten on the fuel pump of our 1977 Ford Club Chateau?

Was hard to loosen bolts, seems
impossible to tighten them.

are the nuts on top of the fuel pump stripped or broke if they where fixed and you broke them off when you took them off you might be in a pickle

Those are usually really heavy duty bolts. Do you mean the bolts are all the way in and turning in the holes?
