You don't give much information- have you backed all the way off the brake adjuster? Is there one? There must be, on the drum brakes, the shoes must be released inside the drum so the drum will clear the shoes as it comes off- if the car has been sitting, the drum could be rusted on- this is a big problem as the adjuster might be rusted, too- is that the case? If so, you will need liberal doses of lubricant, and possibly a puller- just yank the thing off- or gently persuade it with the puller- finally, you might try the Dynamite-
