Can I drive 2016 silverado 2500HD in 4x4 at the highway speed

Yes you can, but don't do it on hard dry surfaces cause it causes excessive wear and tear on the 4x4 system as well as the tires. Do some reading in that dusty owner's manual residing in the glove compartment.
