Transmission in REVERSE

my 1999 camaro does fine in DRIVE, when i put it in REVERSE, she will not go
backwards till around 45,000 RPMS

I think you mean 4500 rpms I would check the condition of the fluid. Maybe it is low, old and dirty. Have you changed it recently? The valve body might be sticking or you just need a rebuild, which is not uncommon on a 21 year old vehicle.
