can the parking brake drum be turned on my 2011 CR-V

The parking brake in your car is on a wire and is pulled to activate, it is not turned on !

It is cable actuated to the rear disc brakes, (mechanical activation), not sure but should be adjustable. If not them your rotors and or brake pads need to be replaced, Usually caused by driving with the parking brake on.
