Why won't my Cutless supreme engine turn over?

Double check all battery, frame and motor connections. Test wires at starter to insure the siliniod is getting power when key is turned to start position. If it's not check the neutral safety switch and again check your connections at battery. They must be clean and tight.

My nephew usually does the work on my car. He has checked everything and all seem working but the car won't turn over. He has all kinds of meters he uses to check things. He can't figure out why it won't turn over.
