I am guessing you have a standard transmission, one where you have to manually change gears. You do not step down on the brake to change gears, you step on the clutch. So I have to ask, are you stepping on the pedal all the way on the left (clutch) on the middle one (brake). Which one is not returning to the up position, the end one or middle one.

If you are using your brake to change gears I am surprised you still have a clutch or transmission The clutch pedal the farthest left beside the brake pedal the cable may be stetched and needs to be adjusted or replaced Not sure about the manual transmission Explorers but alot of them have a reservoir for a clutch that are supposed to be full of brake fluid like the master cylinder for the brakes usually the clutch master cylinder is small and round in shape.
