There should not be an issue as long as you have your smog stuff on it. If your cats are new it should not be a problem. I know on my 92 I have the smog pump removed heads capped off and still pass the sniffer..Only issue is your cats will clog up faster then normal...No performance gains, "maybe one horsepower." It just helps keeps the engine cleaner on the inside not having to recirculate that nasty exhaust. Once you remove your cats you will not pass inspection...I do not recommend removing your smog equipment. The only reason I did was because it broke. I was having exhaust leaks from the system causing wrong O2 sensor readings making the engine run rough at certain RPM's.
