1999 Buick LeSabre tail lights won't come on. brakes work, good bulbs and fuses

Just bought my son his first car.  all is good except the tail lights won't come on.  I've
checked and replaced fuses and bulbs to no avail.  Please help

Did you check the headlight switch or bulb sockets with a test light to see if power is completing the circuit ?
