how to fix my rocam problem

my rocam is giving me a problem when I start it only swings one way, I called
the mechanic and he found out that the car has no compression then he also
found that the oil pump was not working. He did the engine then my car started
but after a month it went back to the same problem Now I'm confused about
what must i do next.

Is it cranking and not starting ? OR is it not cranking or starting ? Was the timing chain set correctly and the Crankshaft timed correctly to the Cam Shaft .
