Have someone tap on starter with a hammer while someone else starts the vehicle if vehicle starts its the starter if not it can still be the starter but that is a simple way that 9 times out of 10 it works.

Do dash warning lights light up as they should when key is turned to the on position? If so possibly neutral safety switch(if auto trans) or clutch pedal switch (if man trans) is faulty
