Why does the fuel move to the other tank and visa versa?

My 82 GMC 1500 has two tanks. The fuel pushes from one tank to the other.
If I leave the caps loose it pours out the filler tube. What can I do to correct
this.

Sounds like the fuel tank switching valve is messed up, these old ones sometimes got stuck between tanks so the return fuel was sent to both tanks instead of sending back to the tank that was selected.
