Do break calipers need replacing?

I have a 2005 Ford Focus with 100,000 miles on it. When bringing it in to have the back break pads and rotors replaced, the mechanic said we should replace the caliper too. He says that the rotor is rusting because the caliper is not pressing the pad down so that it can scrape the rotor clean. He claims that without replacing the caliper, I will need to replace the rotor again when the new pads wear out.

I've previously had a problem where the caliper was only pressing the pad against the rotor on one side. I removed the pins holding the calipers on and found they were corroded inside. I cleaned the pins, sleeves, etc, put some grease in the sleeves and replaced the calipers. They never had that problem again. If the caliper can't slide when pressurized it will only brake on the inside pad and the outside of the rotor will rust. When ever you take pads off to work on brakes, use some emery cloth, sand paper, etc, and crosshatch the rotor surfaces before you put it back together to help seat/reseat the pads.
