1994 damage Z28 overheating

Overheats with a.c. Off. Either on runs fine. A.c. On can kicks on, as off can
does not kick on. All delays work

Sounds like you are not getting good air flow across the radiator coils maybe clogged with dirt and bugs causing little to almost no air flow across the coils clean radiator with garden hose and nozzle if condenser coil sets in front of radiator clean it also so that you can get good air to radiator.
