If i get a used brain for my 2002 chevy impala does it need to be reprogramed

They are right. It will have to be reprogrammed and flashed. Typically the best way to do this is at the Chevrolet Dealer. However some smaller shops might have the ability to do this. Time to start hitting the phones.
