Replaced ac compressor and cooling radiator in 2003 impala now electric cooling fans won't come on what might be cause?

First check your wiring.. Second the fact that you called the condenser a cooling radiator tells me you shouldn't be touching your ac system. Also nvr expose your ac system to atmosphere.. you definitely have moisture in the system. I surely hope you replace your receiver dryer and held the system under vacuum for half a day before you charged it.. or your new ac compressor is toast shortly.. Second look into your coolant temp sensor. Is the check engine light on? Does the fan trip when it's at operating temp? Disconnect the coolant temp sensor . This should trip the fan on.. if not let me know..
