My Kia Rio beeps loudly 3 times when I turn it off and on

A few days ago I tried to turn on my 2007 Kia Rio but the keys wouldn't turn in the ignition.
The steering wheel was also stuck. After pressing the break and jiggling the keys, I got
them to turn and turned the car on. However, after turning it on, the car beeped loudly
three times. It now beeps 3 times when I turn it off and on. Sometimes when I try to turn it
on the steering wheel will be stuck just like the first time (this does not happen every time
though) Does anyone know what that beeping is and how to get it to go away?

Do you have any warning lights on? Especially the CEL Check Engine A word of advice..if you have 10 keys a flashlight and a charm on your key-ring, get rid of everything possible. The weight, swinging, plays havoc on ignition switches

There are no warning lights and no keychains on my keys. I have checked everything and I can't find what the problem could be.
