can a 1999 Discovery be towed with a dolly?

I assume you are referring to a two wheel dolly? In this case it may not be towed this way unless you remove the drive shaft from the wheels that are rolling on the ground. Then it will be safe.

i think this is worded improperley... but anyways... the car should be dolly'd its important to keep the wheels from turning... The dolly will lift the entire car off the ground (the front by the tow truck and supported by the dolly kinda like a thrown together trailor sorta... cheers...
