how can you lubricate the speedometer cable

speedometer kneedle is bouncing wildly and making a load sound when cold. Need to know how to loosten the cable in order to lubricate it.

YOU MUST ONLY USE POWERED GRAPHITE IN THE CABLE PREVENTS RUST AND ONLY HAVE TO DO IT ONCE
