New problem my car only will rev to 4500 rpms and then it sounds like it is hitting a rev limiter. could this be because of the map sensor?

turbocharged cars will have a low rpm limiter to prevent overboost and damage while in neutral or park. does this happen in neutral or park only... if not then yeah, the map could cause it. usually a pretty cheap part.
