i need to know where the car alarm is for a 1995 vw passat , because it goes off even when the car is going i need to unplug it .

You will need to take this to a dealership, as most of the modern cars have their alarms tied in with other electrical systems in the vehicle. Simply unplugging it may lead to other problems.
