I have a 1999 Saab 9-3 turbo and every time the radiator fan comes on, it makes a high-pitched whining sound...could this be a belt or the fan itself?

Yeah, either worn belt or slack in the wheel housing on the fan. It might be a problem over time so I recomend you to bring it in ;)

sounds like the center of that fan is rubbing on somthing... My jeeps fan is doing that im trying to fig out why... loose plastic secondary cooling fans, but i can put in neutral, the sound will stop temprarly wtfe
