Cooling fan is making noise

There was a radiator leak that seemed to have dislodged some undercarriage
stuff.  I took out all of the plastic protection but the fan is still making noises
when it comes on during idle.  is it likely a belt issue or some piece of plastic
that got lodged up there.  the fan spins when I spin it manually

The fan should make fan type noises so not sure what the problem is. If it sounds like something is caught in it, take a look!
