Not necessarily. You would have to check what packages were offered in 1983 and what came with them. It is possible the XLT package did not include power windows, but was part of another package in addition to the XLT package.

Back in the 80's, they didn't really have too many "Packages" like they do now. Back then you could order a truck or even a car for that matter pretty much the exact way that you wanted it and you didn't have to settle for options or accessories that you didn't want or need. They had some small packages that they called "groups" like protection group that gave you bumber guards and door edge guards and light group that gave you lights under the dash and under the hood but not like they have today. Everything was pretty much available separately so even though you have an "XLT" that doesn't neccessarily mean that it came with power windows. MY '79 F-250 is an "XLT Lariat" and power windows wasn't even available on any of the pickup trucks in '79. I think 1980 was the first year for power windows. Too bad they don't list stuff separately anymore. I guess they make more money on the new vehicles by not offering separate options and accessories making you get something that you don't want. For 1982 to 1986 Ford had 4 trim levels which included •Base - basically the same as the Custom of the previous years. •XL - replaced the intermediate Ranger trim for 1982 as the Ranger name would be used for Ford's new compact truck. •XLS- a new trim level that featured a blacked-out grille, bumpers, headlight bezels, and windshield trim. It also featured a stripe graphics package and black and silver dash trim. Available exterior colors were red, silver, and black. •XLT Lariat- featured floor carpeting, color-keyed headliner, a standard chrome grille, and optional power windows/door locks. In 1985 the tailgate trim was changed to a "flat" full width aluminum with a red "reflector" towards the bottom with chrome FORD letters. This generation of Ford trucks are latest to become popular restoration projects as most of these trucks are becoming emissions exempt in most states and now old enough to be registered as classics or antiques. HOw true Ovalblue. My first new car was purchased in '72. And being 21 years old, it had to be a Chevy Nova with the creme colored roof and blue body. A good time radio had to be in the dash, along with A/C, the V8 motor, and extra wide tires. All purchased singularly without any other required stuff. I just have to add the total price came to about sixteen hundred bucks, if memory serves.
