why does it keep dying out

when i am in the city with stop and go at the lights or even trying to back out of the parking lot the car will always die out continuiously..but when I am on the freeway or driving a 30min drive it is fine. I had changed the air filter and fuel filter and put in a fuel treatment.  I don't know what else to do
