Stiff brakes and can't stop

I have a 99 Toyota Corolla and the other day I
change the intake manifold gasket and after it was
all done my brakes were hard to push. And not only
are they really hard to push down it won't stop me

Is the vacuum line to the brake booster hooked up? If it is hooked up pull it loose while it is running and see if there is vacuum or not. Maybe the gasket blocked the vacuum port?
