you have a low pressure pump in the tank to help the high pressure pump on the frame rail have enough volume to do its job. the frame rail pump is great at pressurizing, but needs a little boost, so they put a lower pressure one in the tank.

Is the frame rail on top of the engine by the distributor or are you talking about the frame under the car by the drivers door. I do not see any pump or electrical lines under the car, just a filter. I changed the fuel regulator in front of the distributor. Sill starts with starting fluid for less than a minute. No fire without starting fluid.
