It is highly likely that there is a leak in the vacuum system. This system is comprised of several hoses, a vacuum chamber and perhaps a vacuum-controlled heater/ac control valve. The vacuum for this system is sourced at the intake manifold on the engine. The vacuum system probably needs to be checked for leaks.
