What controls the locking hub actuator

In my 4 wheel drive not lock in are the front axle suppose to still turn and what
activates the locking hub actuators?

The 4wd shift motor or module may be bad. Do visual test of vacuum lines that run to the hubs. (rubber vacuum lines)
