Timing problems

I have an 80 z28 just did motor work to it . When I
try to start it it just turns a shoots flames out of the
carb but won't start . What will make it do this ????

Sounds like the timing chain may not have been installed correctly. Do a compression test and check for #1 cylinder at TDC (Top Dead Center) with the timing marks lined up to 0.
