My 85 z28 use to do this also. I used sea foam as per direction on the can and added it to my oil. Let the car idle for about thirty minutes or so then changed the oil. I no longer have lifter noise. Previous owner ran 20/50 I changed to 10/30 oil.

Trying to find out if your car has hydraulic tappets, what engine do you have? I am thinking maybe a lighter oil, even 5/30. If they are putting 10/40 that is too heavy for even summer starts. Especially if it's petroleum based oil, which it is unless you specifically asked for synthetic. Back to what engine?

Do not rev car up above an idle if you put a lot of sea foam in with the oil. It cleans internal parts real well but it also thins your oil out. Reving it could cause damage due to the thinning of the oil. Change oil and filter right after you do the sea foam treatment.
