Hello redhead-- There are four reasons why you are not able to clean the windshield on your 1999 Pontiac Grand Prix. You have plenty of fluid, so that leaves three other possibilities. First, and most unlikely, the switch that is activated when you pull the wiper lever may be faulty. Second, the lines that carry the fluid from the reservoir to the windshield may be clogged. You often see this happening in winter if a small bit of ice has formed an obstruction. Third, you may have a faulty washer pump. Let a mechanixc look at it and he should be able to repair it quickly and cheaply. If you are into self service, you might want to refer to the diagram at the following site.
