96 eclipse sucked up water

hey guys- brand new problem here-
Son drove his 96 eclipse - lowered, modified, the whole bit- through a street dip that had about 2' of water...yes, really- His modified and lower air intake sucked up water into the engine.
Now, water in oil, car doesnt run. I know that I will have to flush the engine, but I'm here to find out what the first 5 or 6 things you would do, to fix this problem.
Anyone have this problem before?

hydro lock. check compression once running. pull spark plugs and see if any water in cylinders. flush engin oil out 3 times or so. make sure all eletrical connections and fuses are good.
