Is the flap on pass side removeable after running boards are installed?

Had running boards installed, there is very little foot space to step on. There is
a small skirt over the boards that seems to limit the space, can that be
removed.

If one is referring to the plastic rocker panel, this can be removed as I was going to do this myself. Same holds true for the rubber molding attached at bother ends of the rocker panel which is nothing more than a molding strip. For instance, I would not remove covering which protect fuel lines, or other components. But there are areas which this fabric or rubber can/could be removed. I would thing return later to all a spray on bedliner.
