Jeep (as with all of the Chrysler family of products) have had a history of mediocre reliability (Newer Jeeps seem to fare better according to Consumer Reports, but they don't report back THAT far)...So here is something from Edmunds.com on the 1999 Model. If it has super high mileage, I'd avoid it and invest that $3,700 elsewhere: http://www.edmunds.com/jeep/cherokee/1999/consumer- reviews.html
