so this tire shop installed snow tires. I just notice there are small plates missing on the rear wheel. Do you know what are those plates andwhat is called. It's like small plate/chips inside the rim

Those are balancing plates. They will not affect you if the tire shop balanced your tires. Every tire needs to be balanced nd needs diferent number/size of plates

those are actually wheel weights they are adhesive for rims as a wheel weight on the outside looks ugly they place them on the front most part of the inner part of the rim and they are for ballancing the tires
