Do you hear the motor try to move the window ? If you do ... grab the top edge and while rocking the window try to free the jam (if that's what is wrong) ... remove your hand then try to get the window to move

I'd guess that the cable system on the window regulator system is tangled. Not fun. Window regulator/motor systems are fairly cheap, less than $100 but if the Taurus is anything like the Crown Vic, everything is held in place with large rivets which have to be drilled out. The window was also riveted to the lifting bracket.
