2011 Kia Sorento, won't start, battery is full, horn beeps, dash lights fricker, when key is turned.

check to see if there is power at the starter when the key is in the start position if not take the starter off and get it bench tested at any parts house

I have a 2011 Kia Sorento and every time I hook the battery cables to the battery my horn continues to blow. Is there a reset button? It also will not allow my car to start.
