How many mpg does the 2009 kia spectra get really?

When I purchased my car I was told I would get like 30 miles per gallon city driving....Well yesterday I reached empty and lo and behold I am getting 19!!!
Does anyone have any input on this? Thanks

Guess ill jump on this. Realize one thing, All mpg promised are on "Perfect Conditions" Which means, no bumps, no traffic, No wind, tires are perfectly balanced and psi, Keeping it in the sweet spot at 60 on cruise control, my car got about 20 22 on highway matters on the driver and of course conditions.
