2009 Dodge Ram Electrical Issues

Dodge Ram 4.7 4x4

When you turn the key over.  The lights on the
dash flash, there is ticking coming from the
fuse box, the starter, and the fuel pump.  

I have replaced the starter and starter relays,
nothing changed.

The battery is reading at 12.56

If you leave the key on after about 15 seconds
the clicking stops and the radio and a/c
blower will come on.  

If you turn the key the clicking starts back up.

Anyone seen this before?
