If the cooling fan works on direct power, the problem is likely just a blown fuse or relay. You might have a defective engine coolant temperature sensor or switch.

1987 could have an integrated cooling fan controller, have you tried to get the codes, old Ford OBD 1

This Bantam is a Euro 1 or Euro 2 South African developed PCM. This is most likely a PCM (Computer box) problem. The Slow and high speed cooling fan operates through the PCM. Please phone / Whatsapp : 0820606425. We repair these PCMs.

You could rig up your own cooling fan switch, Amazon has the aftermarket modules with heat sensor. I used them on my modded RX 7 engines.
