1988 Grand Marquis acts like it's starving for fuel when at traveling at or above 50 mph. What would cause this? (See additional details)

Not a mechanical issue, chased the problem through the fuel system by
replacing all filters, cleaning lines, ect. Believe it is in the electrical
system but can't figure what relays (or other electrical components) are
not playing well.

Tough one. Make sure your gas cap is OK. Fuel pump? Tried cleaner in the gas? How old is your gas cap? They go bad.
