1992 z28 5.7 ltr. my 2nd fan no longer cools after ignition is turned off as it did properly. Do fans work independantly or together?

They work individually, the primary fan turns is controlled by The ecm it doesn't engage until it hits 222 degrees, the second one is controlled by a switch that engages the fan when the coolant temperature reaches 243 degrees, also the fan turns on when you turn on the A/C,
