My heater windows and speedometer all stopped working I have checked fuses and Relays but couldn't find anything any suggestions?

Just put in a new starter in my 1983 Dodge Ram 250 Van, and still will not start. Battery is 100% charge, all wires have been checked and are good,relay switch and fuses good,even alternator good....
Lights + Brake Lights
I posted guestion forgot to mention . It's head lights ,running lights ,brake lights and rear lights are out. Signal and flasher all work. Can't find short, fuse ok and bulds ok. Need help!!!!
