Maybe the turbo bearings are worn out or the waste gate is not completely closed. I would check the waste gate vacuum lines. Here is an article explaining Subaru turbos ---- https://www.cobbtuning.com/support/how-subarus-factory-boost- control-system-works-v1-09/

I would also check the air cleaner and the catalytic converter, anything that cuts down on air/exhaust flow can limit boost. This article might also help ---- https://cobbtuning.zendesk.com/hc/en- us/articles/200025234-Boost- Issue-Diagnosis
