how do I remove the head rest in my 95 sunfire

There should be releases on each leg on the plastic rings at the top of the seats. Look on the inside edges. Raise the head rest, release the catch while pulling up.

They could be removing or replacing the seats. The seats are easier to remove with the head rests off. They could be upgrading to the leather headrests. Not all people who take the head rests off leave them off.
