car makes noise everytime i turn on the igination, the lights you up and down and it makes this loud noise.

2000 firebird, turn signals don't work. I check the number 2 fuse and it looked good even push to hard and popped the fuse control back. My lights covers you up and down when I turn on the ignition and when I turn off the car.
