Tested some fuses for horn now will NOT turn over

The horn stopped working so figured it was the
fuse. Checked the fuse it's fine, then pulled the
relay to see if there was any visible damage, it
looked fine so just in case I pulled the fog lamp
and put it in the relay fuse slot (Same exact fuse)
To test the horn again. THIS Time still no horn but
now the car will NOT turnover after i put them all
back in place!! Help! Me !! Please! !! This is our
only vehicle!! What could of went wrong to cause
this???
